Rob Hicks

Chief Rob Hicks (ret.) currently serves as Deputy City Manager for the City of Leesburg, bringing more than 30 years of progressive law enforcement experience, including 28 years with the Leesburg Police Department where he was appointed Chief in 2014. A U.S. Army veteran, he served in multiple multinational operations, including the Gulf War. Rob holds a Master’s in Business/Public Administration, a Bachelor’s in Organizational Management, and an Associate’s in Criminal Justice. His leadership training includes the FBI National Academy, the Senior Management Institute for Police, the Southern Police Institute, Florida’s Certified Public Manager Program, achieving his designation in 2012, and the Florida Criminal Justice Institute’s Chief Executive Seminar. Dedicated to mentoring future leaders, he has also taught as an adjunct professor in Criminal Justice and Organizational Management. A former gubernatorial appointee and past president of regional and state law enforcement associations, Rob continues to advance public safety and community leadership in his new role.
